Water Conservation Programs
Water Conservation Program Overview
Since 2015, the City of Middleton Water Utility has offered programs to help residents and businesses use water more efficiently. Funded through approval by the Wisconsin Public Service Commission, these programs support the City’s Sustainable City Plan by working to reduce groundwater use and lower the average gallons of water pumped per person each year.
Residential Water Conservation Rebate Program
Save water — and money! Middleton Water Utility offers up to $100 in rebates for residents who replace old or inefficient toilets with EPA WaterSense-rated High Efficiency Toilets (HETs) as part of the Middleton Sustainable City Plan.
Eligibility
Open to single-family and duplex residential customers of the City of Middleton Water Utility.
One rebate per household per year.
Replacement toilets must be EPA WaterSense HET models using 1.28 gallons per flush (GPF) or less; dual flush models must be 1.1/1.6 GPF.
Replacements only — new construction not eligible.
Rebates are first-come, first-served until annual funding is exhausted.
How to Apply
Submit within 60 days of purchase:
Original receipt showing the toilet’s model name, number, and price.

Installation
Homeowners may install the toilet themselves or hire a licensed plumber. All installations must comply with the City of Middleton Plumbing Code and the City of Middleton Cross Connection Ordinance.
Installation may be verified by City inspection staff. Toilets must appear on the EPA WaterSense HET list.
Rebate Details
Receive up to $100, not exceeding the purchase price.
Allow 6–8 weeks for processing.
Rebates do not cover taxes or installation costs.
Disposing of Old Toilets
Old toilets must be rendered unusable. Contact Pellitteri Waste Systems to schedule a curbside pick-up (fees apply).

Commercial Water Conservation Program
The City of Middleton Water Utility offers several programs to help commercial customers save water and money. Participants can take advantage of one or more of the following:
Water Efficiency Audits — 50% reimbursement of the audit cost.
Toilet Rebates — Up to $100 for replacing old or inefficient toilets with EPA WaterSense-rated High Efficiency Toilets (HETs).
Pre-Rinse Spray Valve Rebates — Up to $25 for replacing inefficient pre-rinse spray valves with WaterSense-rated models.
These programs support the Middleton Sustainable City Plan, which aims to reduce groundwater use by 10% per square foot for commercial customers.
Eligibility
Open to commercial, industrial, public authority, and multi-family properties (3+ unit).
Rebates are available on a first-come, first-served basis while funding lasts.
Water Audit Program
Limited to one audit reimbursement per customer per year.
The Water Utility will reimburse 50% of the cost of a qualified water efficiency audit.
Submit a Water Audit Application Form (PDF) to reserve funds. Funds are held for 60 days after approval.
Reimbursement requires proof of payment and a copy of the audit report from an independent auditor.
The City reserves the right to deny reimbursement if program criteria are not met.
Toilet Rebate Program
Limited to one toilet rebate and one pre-rinse spray valve rebate per customer per year.
Replacement toilets must be EPA WaterSense HETs (1.28 GPF or less; dual flush 1.1/1.6 GPF).
Replacement pre-rinse spray valves must be WaterSense-rated models and high efficiency (head only, not trigger handle).
All replacements must comply with the City of Middleton Plumbing Code and Cross Connection Ordinance.
Rebates apply only to replacements — not new construction.

Submit the following within 60 days of purchase:
Original, dated sales receipt showing model name, number, and price (dated on or after January 1, 2016).
Rebate Application Form (PDF) — fill out completely and include with your receipt.

Installation
The owner or a licensed plumber may install toilets and pre-rinse spray valves. All installations must meet City codes and may be verified by inspection. Products may be purchased from any supplier as long as they appear on the EPA WaterSense product list.
Rebates
Up to $100 rebate for toilets (not exceeding purchase price).
Up to $25 rebate for pre-rinse spray valves (not exceeding purchase price).
Rebates do not cover taxes or installation costs.
Allow 6–8 weeks for processing and mailing of rebate checks.
Disposal
Replaced toilets and pre-rinse spray valves must be rendered unusable and properly disposed of to prevent reuse.
