Pay / View a Bill
**As of August 2nd, 2023 we have officially switched to Xpress Bill Pay and will no longer be using Payment Service Network (PSN) for online payments**
Account Viewing Options
You can view your utility account information by your choice of the following methods:
- Online - The City of Middleton has partnered with Xpress Bill Pay to offer customers free and secure internet access to their water/sewer account information, including use history, past and current utility bills, online payment options and more. Simply create an account at Xpress Bill Pay to begin. When bills are ready for viewing, you’ll receive an e-mail notification with a link to view your password-protected account information.
- Mail - The City's Water Utility Department will mail printed quarterly bills to customers who choose not to opt out of receiving paper bills. For your convenience, mailed bills will continue to include a pre-addressed return envelope for payment.
Bill Payment Options
Regardless of whether you choose to receive quarterly utility bills online or through the mail, payment can be made by using your choice of the following methods:
- Pay each quarter by using one of the following methods:
Checking / Savings Account - Utility bills can be paid directly from your checking or savings account each quarter through a free online service at no cost to you. A confirmation e-mail will be sent following each payment. Within the user profile of your online account, you can decide whether to use your bank information as a one-time payment or enroll in auto-pay. Create a secure online account at Xpress Bill Pay to get started.
Credit / Debit Card - Credit and Debit card payments can be made by calling 1-(800)-768-7295 or by creating an Xpress Bill Pay account and entering your Credit or Debit card information online. A 3.5% processing fee per transaction will apply for all Credit and Debit card payments for this service.
- Automatic Check Handling (ACH) Payment - Customers who do not have computer access or valid email address but would still like to set up automatic payments for utility bills may do so through an automatic draft service set up by the Water Utility Billing Department. Complete the Automatic Bill Payment Form, attach a voided check or deposit slip (required), and return to the Water/Sewer Department (lower level of City Hall) or to the mailing address below.
In Person (Check or Cash) - City Hall is open Monday through Friday from 8:00 a.m. to 4:00 p.m. For your convenience, a secure drop-box is also located in the parking lot of the Middleton Public Library at 7425 Hubbard Ave. Please be sure to include your utility bill stub along with your payment.
