Parmenter Street Reconstruction Project Gets Under Way: Detour

The following information pertains to anyone who lives, works, or travels along Parmenter Street between University Ave. and the roundabout, as well as along Rohlich Court.

Utility work off to a quick start

Thanks to the ground thawing earlier than expected, MG&E, Charter, and TDS have already begun preparations to bury overhead utilities along Parmenter Street. The City has hired an electrician to assist with modifying connections to residences and businesses that are currently served by overhead utilities. 

Northbound-only traffic and Southbound detour route begin the week of Monday, April 13
The City anticipates that Speedway, the general contractor, could begin working on removing old pavement as early as the week of April 13. For most of the project, one lane of traffic will be kept open during the day and overnight. During the first phase of the project (until June), only northbound travel will be allowed as the contractor works on the west side of the street. When the contractor shifts to the east side of the street, only southbound travel will be allowed. Detour routes will be posted. 

On-street parking restrictions
The contractor is scheduled to post Temporary No Parking signs along both sides of Parmenter starting as early as Thursday, April 9. On-street parking restrictions will not take effect along Rohlich Court until later in the project. Upon the project’s scheduled completion in August, the existing Two-Hour Parking restriction (7:30-4:30 on school days) will return only along the east side of Parmenter. On-street parking will no longer be allowed along the west side of Parmenter in order to accommodate the addition of on-street bike lanes.

Property access and communication during construction

The City and contractor will endeavor to maintain access to each property during construction, although driveway access will not be possible for a few days when a driveway apron is reconstructed. Driveway apron work will be primarily limited to the west side of Parmenter. When access restrictions are scheduled to occur, the City’s contractor will provide residents and businesses with at least 24 hours’ notice, typically by hanging a card or letter at the front door.

Garbage and recycling collection during construction
The City has made arrangements with Pellitteri to empty trash and recycling bins on Wednesdays (the regular day of service) between 6:00 a.m. and 7:00 a.m. only so that Pellitteri vehicles don’t disrupt or get disrupted by construction activity.  Please place your bins by the curb before 6:00 a.m. or on Tuesday evening.

Brush and yard waste pick-up
The City’s street crew will attempt to follow the regular schedule for picking up brush. Residents living along Parmenter St. and Rohlich Court should have brush set by the curb before the third Monday of each month. During April, the City will also endeavor to pick up leaves and other yard waste as needed. Residents may find it desirable to transport their own brush and yard waste to the Compost Site on Highway Q.

Metro Bus service modifications
Metro Transit’s will not operate along this four-block stretch of Parmenter for the duration of the project. The nearest weekday bus stops that will remain in service are along Donna Drive and University Avenue. Route 78 (Saturday) bus service will not be affected by the Parmenter project.
