Call to Order
Both the President and Vice President of the Middleton Police Commission were absent. Those present agreed to allow Commissioner Altsech to chair the meeting. Commissioner Altsech called the meeting to order at 7:00 p.m.

Absent: Sheehan and Kinne

Approval of Minutes

1.) Approval of the August 12, 2019 Middleton Police Commission Minutes
Moved by Gureno, seconded by Albert to approve the August 12, 2019 Middleton Police Commission Minutes. Motion Passed. 3-0.

Public Comment
There was no public comment.

Recruitment and Selection

1.) Action on a request by Chief Foulke to start Police Officer Candidate Connor Emmel at the pay rate of Police Officer-24 month level, per department policy, City of Middleton Labor Attorney William Morgan’s advice and Union Contract.
Moved by Gureno, seconded by Albert to approve starting Police Officer Candidate Connor Emmel at the pay rate of Police Officer-24 months. Chief Foulke provided an overview of the opinion from Middleton’s Labor Attorney, state law, and the Union Contract that allows the Police Department to extend employment offers above the pay rate for Police Officer-Hire should the education and experience warrant it. Motion Passed. 3-0.

2.) Selection of Executive Recruitment Firm to Assist with the Recruitment for the Position of Police Chief
Moved by Albert, seconded by Gureno to recommend the selection of GovHR to assist with the recruitment of the position of Police Chief. Melissa Bohse, Assistant Finance Director/Human Resources reviewed the three proposals and the staff review and recommendation. Motion Passed. 3-0.

Moved by Albert, seconded by Gureno to adjourn at 7:46 p.m. Motion Passed. 3-0.
