Call to Order Special Council Meeting
Mayor Brar called the meeting to order at 7:32 p.m.
Roll Call
Present: Kuhn, Burck, Teal, West, Olson, Ramsey, Sullivan, and Richard
Minutes of Tuesday, November 20, 2018
Moved by West, seconded by Burck, to approve the minutes of the November 20, 2018 Common Council meeting. The motion passed 8-0.
Resolutions
1.) 2018-55 Authorizing the Direct Charge of Public Fire Protection
City Administration Mike Davis explained that this resolution was approved by the Council on November 20, 2018 with a vote of 5 to 3. The Mayor has vetoed the resolution. A Council override of the Mayor’s veto would take six votes.
Moved by West, seconded by Richard, to override the Mayor’s veto and approve Resolution 2018-55 Authorizing the Direct Charge of Public Fire Protection Fees. A roll call vote was requested.
Voting Aye: Kuhn, Teal, West, Olson, Ramsey, Richard
Voting No: Burck, Sullivan
The motion passed 6-2.
2.) 2018-58 Approving the 2019 City of Middleton General Fund Budget
Moved by Richard, seconded by West, to approve Resolution 2018-58 Approving the 2019 City of Middleton General Fund Budget. The motion passed 7-1 with Sullivan voting ‘No’.
3.) 2018-59 Approving the 2019 Capital Projects and TIF District Budgets
Moved by West, seconded by Richard, to approve Resolution 2018-59 Approving the 2019 Capital Projects and TIF District Budgets. The motion passed 7-1 with Sullivan voting ‘No’.
4.) 2018-60 Approving the 2019 City of Middleton Debt Service Fund, Special Revenue Funds, Enterprise Funds, Internal Service Fund, and Component Unit Budgets
Moved by Richard, seconded by Olson, to approve Resolution 2018-60 Approving the 2019 City of Middleton Debt Service Fund, Special Revenue Funds, Enterprise Funds, Internal Service Fund, and Component Unit Budgets. The motion passed 7-1 with Sullivan voting ‘No’.
5.) 2018-61 Approving the Levying of Property Taxes for the 2018 Tax Year
Moved by West, seconded by Richard, to approve Resolution 2018-61 Approving the Levying of Property Taxes for the 2018 Tax Year. The motion passed 7-1 with Sullivan voting ‘No’.

Moved by West, seconded by Olson, to adjourn at 7:39 p.m. Motion passed. 8-0
