Update: University Ave. Reconstruction- Stage 3 Traffic Shift

Stage 2 work of the road reconstruction project is nearly complete, and the County plans to switch traffic patterns to use only the two north lanes on Thursday, July 6 (weather allowing), in anticipation of starting excavation in the next stage of construction work on Monday, July 10. It is expected that all four lanes will be re-opened to traffic east of Branch St. on July 12. This next stage of work is much shorter than the previous two stages.

Beginning with the next stage traffic shift and continuing through the mid-August project completion date, Madison Metro will need to temporarily close the bus stops at the Mayflower and Park intersections. Metro Transit will resume service to the bus stops at the Branch intersection, and to the east (Maple/Lakeview & Gateway), as soon as traffic is restored to all four travel lanes (expected mid-July). For several days between these two conditions:
• Stops on University at Branch will remain CLOSED (until mid-July), passengers should use stops on Branch, Mendota or on University at Maple.
• Stops on University at Maple will REOPEN (temporarily in the construction zone).
• Stops on University at Gateway will remain CLOSED (until mid-July), passengers should use stops on University at Allen, or on University at Maple (only permitted stops along University, in expanded construction zone).
• Stops on University at Mayflower, and at Park will be CLOSED. Passengers should use stops on Park, or on University at Park Lawn (until mid-August).
• There will also be a brief period during a detour (tentatively about July 24) that Park will be CLOSED, between University and Elmwood. This will require Routes 70, 71 and 78 to detour (most likely via posted alignment, using Bristol - west of Park, between University and Elmwood).
• Stops on University at Allen remain OPEN throughout construction.

Much like was done at Branch St., the traffic signals at Park St. will be set to run on a pre-timed pattern, without turn arrow phases, which may result in some delay. If you routinely drive through that intersection, please allow a little extra time.

To simplify construction and reduce future maintenance needs, we’ve modified the plans to eliminate replacing the concrete island west of Park St. That median island has little apparent functional value due to the driveway cross-overs throughout. We’ll plan instead to provide only painted pavement markings for that eastbound left turn lane.

Please note that the sequencing of Stages 3 & 4 as shown on the plan drawings will be reversed, which the County thinks may expedite work by about a week. This means that work will soon commence on the south half of the road west of Branch St. We’ve re-labeled the traffic control stage number links on the website, but the drawing titles for Stage 3 & 4 traffic control plans will now be out of sync with the construction work staging.

As shown on the traffic control plans, the intention is to skip over the Park St. intersection until the stage of work is nearly complete, then close the intersection (with detour on Elmwood Ave.) to allow the work to be safely and efficiently completed.
