City of Middleton Proposes Stormwater Utility Rate Increase – Referendum on November Ballot 

The City of Middleton will include a referendum on the November 5th ballot regarding an increase in Stormwater Utility rates. This measure allows residents to decide whether to approve a rate increase starting in 2025 to fund the city's stormwater management program.

Under the current structure, Middleton’s Stormwater Utility charges $11.25 per quarter for each "Equivalent Runoff Unit" (ERU), which covers stormwater infrastructure and system repairs. In 2018, voters approved a temporary increase to help the city recover from the August 2018 flood. Without voter approval in November, this rate will drop back to $3.75 per quarter in January 2025.

The referendum will decide if residents are willing to increase the rate to $23 per quarter, ensuring the city can meet stricter regulations, upgrade infrastructure, and better prepare for future storms.

 A "YES" vote will allow the city to adjust the fee based on actual costs, while a "NO" vote means that property taxes will cover any additional costs.
